Is it right to make offer for buyer before starting working?

I have no big experience in fiverr and i want to know is it right to make offer for buyer befor starting working or i can make offer after completing the work? And does it safe?

It depends on the relation between you and your buyer.
 

If your buyer is new then I will suggest to send the offer first definitely.

DO NOT PERFORM ANY WORK IF THERE'S NO ORDER PLACED. I hope that is clearly stated enough. Promising to accept or place an order AFTER the work is completed is not how Fiverr operates but IS how scammers operate in tricking clueless sellers.
