Yes, and no. 

In my experience, social media platforms will stop ads that link directly to Fiverr gigs. Fiverr is ok with you advertising on Facebook (at least that's what Customer Support told me about a year ago, when I asked them) but not Google Ads. 

If you want to do paid PPC marketing, you should do it like you would for any other service: make a landing page, market it, and funnel your leads to your Fiverr gig via that.
