After deleting from one Payoneer Account on Fiverr, can the same Payoneer be used in another Fiverr account?

Can a Payoneer use two Fiverr accounts?

Just as long as that Payoneer account is not being used at the same time in two accounts. However, I am curious why are you transferring one Payoneer to another? Do you have two Fiverr accounts?
