You can only have one account for both buying and selling. No reason for two accounts and it would be against terms of service.

What do you mean by seller account ?..

As @misscrystal told "If you need to buy anything in fiverr you can use your seller account . You do not need to create any other account ".

And yes , you can use same email address on both sections .You can use different also . . That does not matter .But keep in mind that if the payoneer account is already connected or was connected with any other fiverr account then you can not use that payoneer account

only one account is allowed.if you use multiple you will lose both.
