Sent 255 buyer request! in 40 days

It have been tough throughout this period. I have sent 255 buyer request but clients response is very low, according to my survey. What do you think how to improve this response from a buyer (in general)? Please share your experiences with me. So that we can understand what we are missing. How to send an attractive buyer request, what we should include?
