The buyers want the order to be done in $5 no matter what the work cost?

Whenever i send buyers request for the order…only that orders got considered by the buyers which was worth $5…In case if some buyer has work worth $10 or more then i request the quote accordingly but that order request were never considered…only the request which was worth $5 got accepted…

I want to ask whether the buyers only want work to be done $5 because they were ording it on fiverr no matter what the work should cost actually…
