Google "Blogger" problems

I’m on the search for someone who is able to help me out with a Google-Blogger problem I cannot overcome myself. Checking my fullscreen pdf you can easily figure out I cannot click on the “Create blog!” button. That button is dead and I stuck at that point, cannot blog anymore.
