Seems so. I contacted Fiverr CS 2 days ago, still waiting for a response. Quite a lot of people on this forum mentioned this issue:

Hi everyone. Finally, I got a response from the support team.

It turned out, that Fiverr stored my 2 y.o. gigs I believed were deleted but wasn't showing them anywhere in my account. The team fixed this, so now I have 3 active and 4 paused gigs.

I still believe that paused (i.e. archived) gigs should not prevent a seller from creating a new active gig. It's pretty inconvenient to edit (totally) or recreate gigs in order to give a try to another service. Even in case Fiverr has strict enough limitations, there is nothing wrong with having inactive gigs.
