Not sure if Buyer is legit

I'm new to Fiverr. I already received my first message from a Buyer, but it seems a little suspicious.

"Hey [redacted], can you help me with my business"

The sender is from the Philippines (I'm in the U.S.), and the message is vague. This was their entire message. It seems scammy to me, but I replied anyway. Should I have blocked the sender instead of replying to their message?

90% of first messages I get look like this. I think a lot of buyers just fire out the bare minimum quick message to see who responds fastest.
