I am unable to give feedback to buyer after successful order completion. There is no option to give review to him.

Yes because when client gives you a review then after that you can give review otherwise you can't

Once your order is complete, your buyer will be able to leave a review and if The buyer left you a Review after that you will be able to leave him Feedback otherwise you can't!
