Service Fees for Tips

I decided to tip my fiverr this time (I believe it's the first time, at least in a while, that I've done this), and in doing so, I see that fiverr charges a service fee for tips.

 

What is this about? Why does fiverr feel the need to tack a fee onto a tip? I get you need to charge a fee on the orders themselves, but this is a huge disservice to the sellers and makes me less likely to tip again.

Anyone have any insights?

To prevent things like "I will buy a $5 order and then tip you $500!" offers to circumvent Fiverr fees... and then the buyer never sends the tip. 

Everyone agrees to have 20% taken out of all earnings when they join the site. This shouldn't be a surprise really.
