You mean if it's possible to work as a designer, writer and programmer within your account? Yes you can, but you have to show you have the skills for it. Because receiving bad reviews and getting reported for low quality work can get your account closed rather quickly. So only go on that path if you have the skills to back it all up.

Exact, IF they have the skills. I saw a lot of writers that all of a sudden are logo designers (and clearlym they were outsourcing), and now they aren't on the platform anymore. So yes, as long as the person is skilled and has experience in that, sure. If they just plan to outsource the work... then maybe not a great idea.

Yes, You can. But make it simple to understand to the buyer with professional way by linking your services with each other. Example: If you're a medicine shop owner you can sell heath product but don't showcase hardware products.
