You can't control how buyers will rate your work. The most you can do is deliver quality work and it is up to the buyer on what rating they will give.

Focus on improving the quality of your work.

Since you can't make offers for now, promote your gig outside Fiverr........ That really is the only way. You need to get more sales and get better ratings next time around so your rating will improve.

but how is it possible to get more orders, sales ?

Anyway, it means promoting your gig on social media and etc. Market your gig and direct traffic to your Fiverr gig. Hopefully someone will buy from there. Perhaps re-evaluate what could have been improved in that last order considering they gave you a 3 star rating.

You are showing temples in your gig photo which kind of implies that it is your own work.  This will ALWAYS create an issue with expectation vs reality, and I suspect this may have contributed to a low rating.  Do what every other designer who is successful  in this field does and put some of your '100s of websites' on display.  If people like the design they will buy from you.  It's as simple as that.  Don't hide behind someone else's template. 

Your gig is also really jargon heavy.  Your customers will not always know what CCS /html / Java code is, and to be honest, experience tells me they don't care.  They just want a website that works and looks good.  Don't over complicate things.
