Yes it is against Fiverr TOS. All communication must be done via Fiverr.

What is the purpose? It seems as though that the purpose for doing so is to communicate outside of Fiverr (which is not allowed).

Yes, fiverr will think you want to take payment outside their platform and they may flag you for this
