That's not how Fiverr works. In fact, it feels like a scam. A serious buyer will always place an order. After all, buyers are protected by Fiverr's escrow, since you don't get paid until the order is complete.

It seems to me that this person wants free work. You will be much better off saying you can't help and then eventually block them. I am sick and tired of scammers, be it people like this or even those that get the work, rate it and initiate a credit card or PayPal refund. So yes, in my opinion if the person doesn't place an order before you start working, that's a telltale sign you are dealing with someone which might end up scamming you...
