I have a question that baffles me. I have an old account on Payoneer I used it on Fiverr in an account that old one (But that account has been disabled now ), and now can I use the old account Payoneer in  new account fiverr or non ? I am afraid if I put it, my account will be disabled

Did you disable your account or fiverr disabled it?
