As a new seller I need some tips about Buyer Request

Fiverr team and all of the senior sellers are saying, every day send 10 buyer requests. But, I don't get more than 4 to 5 buyers from about 12-13 hours of active every day! 

What should I do now as a new seller? Please give me some effective tips!

And please tell some words about how to send a most effective buyer request? And if it is possible, please add a cover letter from where I can get some ideas.
