If they have ordered from you and then you delivered the order then yes they can leave you feedback. As far as I'm aware, blocking them does not stop reviews. It only stops them from messaging you or ordering from you again. If you are trying to avoid a negative review this is not the way to do it. The only way to avoid negative reviews is to provide good quality service and make sure buyers are satisfied. In the rare occasions where buyers are unreasonable, you just have to accept it, and can respond publicly to the review giving your side of the story.
