I'm not really getting understand ¨Initial Concepts Included¨ option

I understand what you mean, but I am saying that there is no exact way to determine it.

Sometimes what you revise may be completely different or you may need to present more concepts than you specified depending on the work you are doing.

You could give more concepts than the specified number if you wanted. Maybe it could be an “at least” number. They pay for x amount but if you want to provide them with more concepts for that gig/package when they order you can do.
