What kind of custom offer does the buyer accept?

I’m new seller and have only a review .Few days ago 2 buyer contact with me…after conversation they said me to send a custom offer and i send,but they did’t accept my offer.
So my respectable “Fiverr” sellers please give me some suggestion …How can i get the buyers in future by the custom offer.
