Facebook U.S. likes Problem?

Bought 2500+ likes from a reputable Fiverr provider last week and got exactly what I ordered. This week, I bought the same gig for another fan page and I was told that they could no longer provide U.S. account likes and would have to only add foreign likes - anyone else have this experience?
