How can I as a seller, give a buyer a review?

I thougt in the past it was possible to give a a buyer a review. Now I can't find how to do this. How can I as a seller, give a buyer a review after the job is completed?

They have to review you first before you can give them a review 🙂

Does the buyer gets a link to give the review? So if they ignor, nothing happens?
