Which way is better if one buyer want to purchase our service twice?

I often have customers who want to purchase my gigs more than once and ask for a discount. Therefore, I need to create custom offers for them. Which way is better: giving them one custom offer with both tools' prices included, or providing a custom offer at a lower price for purchasing twice? I'm just wondering which approach would be more beneficial for me.
