Never start working on a project without an order.

As Filip said, the chances of dealing with a scammer are very high so never work without an active order. On top of that, even if it's a repeat buyer, wait until he has funds if he says he doesn't have funds right now. You have to tell them that on Fiverr you can't work without a pending order.
