Creating more gigs help for more sales?

Guys, I'm curious about why people don't make more gigs though fiverr allows to make 500 gigs for level 2 sellers. I didn't see any seller who has more than 30 gig. I'm thinking more gigs means more impressions and more clicks. Isn't it bad approach? Are there any TOS issue with that.

No, it doesn't. Nobody gets to make 500 gigs.

It's not possible to have more than 30 gigs.

Not necessarily. It's just cluttering the market, and it would just make everyone's gigs more difficult to find.

Duplicate gigs are forbidden by the ToS (gigs offering the same service). And you can't possibly have 500 unique services to offer.

According to the levels page it's not but there's one TRS who has 32 active gigs.
