First time user - seller delivered images not video

Hello first time fiver user here

I commissioned a seller to create a 120 second animation to my song and paid extra for character and illustration designs.

Today the seller delivered my order with only 5 illustrations and when I asked where the video was, they said the images were apart of the video. The only option to download resulted in the 5 watermark illustrations.

I requested a revision on 1 character and asked to please provide the animated video to review animation/subtitles. They said okay to the character revision but nothing on the video.. 

If character is revised & I accept the delivery with no video, is that my order finalised?

If they say the video is sent after I accept delivery but don't provide it, is there any recourse?

I'm a little concerned..

Yes if you will accept the delivery it will be marked delivered. You must get all the material before finalizing the project and marking it delivered.
