Fiverr is accepting new seller accounts (they must be because there's sellers who have joined today). They do restrict sellers from certain countries.

They do seem to be doing more checks now on sellers/gigs than they used to though. eg. if a new seller joins and copies someone else's profile image/profile/gigs they may be more likely to not allow that account to be a seller.

Yes they said they are replacing the buyer requests with briefs (which seems unfair since less sellers could qualify for briefs than buyer requests). I think they removed it from the app but it still shows for me on the website.

Fiverr restrict the buyer request system, and hope for new seller account they approved after English test.

I prefer you to do some test on fiverr. specially fiverr English test. then try to create your gig. hope your account will be approved.
