How is a refund determined?

I understand a refund isn't given if the buyer isn't fully satisfied with the results, but what if I feel like what was promised is different than the result, as if the seller was a bit of a 'cop out' or words were twisted?

I paid for my website to be promoted to 12+ million users. The seller provided a group of screenshots of them posting the link to various groups but two of the posts were them tagging CNN and Fox News on twitter in two twitter posts. Without those two tagged posts the total users reached out to was 3.1 million, quite short of the 12+ million. Including CNN and Fox News tagged posts it was 85.4 million. My website is retail based, hardly related to CNN or Fox News in my opinion...It feels like they just did that to pad their numbers?

I'm unsure if this is entitled to a refund or not, but I certainly feel like I was led on and cut short about what I had ordered. The seller does say 100% customer satisfaction guarantee on their page too but I don't want to be rude either?

Well, the seller did complete his work from his side... 

However, does he specify what exactly is he offering and what is tagged via his services? If he does, then Fiverr would assume you read that and a refund might be unlikely.

On the other hand, if he doesn't specify, you should ask him before placing the order. I assume that if you do end up asking for a refund Fiverr might give it to you. Now morality comes into play.. it's up to you if you believe it's a good idea to refund or not. A refund is possible, but it's up to you to get it or not.
