Fiverr recently update their rules. Now buyer request is not available for all seller. It's only available for selected sellers. Hope you can understand.

Buyer request obviously works .

I am level one seller because of buyer requests. My first order was because of buyer request. You need to improve your writing style. Be concrete and write precisely. Try to send requests as soon as possible with lower budget and delivery time than mentioned in request. Try to add More revisions and add your portfolio link.

According to the new updates, you will get notification if the buyer brief match to you, as a replacement for the buyer request. But still, you can visit the buyer request page from the desktop.
