Obviously because your inbox response rate is 75% and that’s below 90%. 
75 is less than 90.

Inbox response rate means to respond to the client. it doesn't matter

Exactly, that means how often you responded to the first message of the first time client. And yours at 75%. 
And of course it matters 🤦‍♀️ All your visible stats should be above 90%
