If the buyer doesn't submit the requirements then you can send him a reminder that will be better for you. if you skip and only focus on money then you will loose both order and your account may be client can report or something worse can happen..

So when you send a reminder Fiverr send him a notification to his email and if he check then he can reply you.. also you can try to contact him Fiverr. If you send message then also Fiverr send him an email.... that can ring him..

So try this and best of luck.. hope your problem will be fixed..  🙂

I have a similar situation. A buyer put in an order and has not completed the requirements. I've reminded him twice, I don't want to be overally annoying. I suppose I'll try messaging him outside of the order and in the normal inbox
