Buyer requirements are what the buyer needs to tell you in order for you to complete the job.

For example, buyer requirements for someone who creates logos could be:

What format do you need the logo in?

How big should the logo be?

What type of business do you have?

A well established Buyer Requirements page should (hopefully) convey all the information required for a seller to complete an order even if the buyer doesn't communicate at all outside of filling the requirements out.
