A new buyer just messaged me on fiverr for a work. It was a simple $5 work so I thought I'll send a sample screenshot first and then will go forward. The client liked the final work. So he told me to send a offer. Then after a few moment "X" is not accepting messages at this time.  this appeared on the chat. What does that mean? Should I contact support for this?

It means that the buyer has his/her account set to not accepting messages. You cannot force them to accept messages.

I think he/she already hire someone or busy to another work. you can't disturb buyer by sent continuous message. you can wait for this buyer response if buyer didn't message you again just leave it.
