Why do some Fiverr buyers rate their sellers 4 stars yet leave great appraisals?

To some people a '4' is 'average', or 'as expected', and they reserve 5s for 'exceptionally outstanding' or 'above and beyond'.

I had a college professor who stated on the first day of class that 'C' is average, 'B' above average, and to earning an 'A' would be HARD WORK and doing more than just what was assigned. While this makes sense in a classroom setting, in a business setting it's rather difficult to deal with, as we are being paid a specific amount to do a specific task. It's not a good idea to spend more resources than what's being covered by the price tag, ESPECIALLY in an online environment.
