Fiverr not promoting new sellers

Why does fiverr not support new sellers in the platform, or how are they supposed to get buyers to order from them, how are the new sellers supposed to make money or how is fiverr itself going to make money from the new sellers. Seriously this platform has a very bad and matching system even dating sites has a better matching system. It is also not beneficial and encouraging for the new sellers at all. I mean, why promote highly rated sellers who already have hundreds of customers who will come back to order from them and fail to match new sellers with even one buyer.

All highly rated sellers were new sellers once and were promoted as new sellers so that only proves that you are wrong. 
 

Secondly fiverr is giving a boost to new sellers and even placing top rated and level 2 sellers for last pages to give a chance to new sellers. So how is that fair for older sellers when they worked hard and suddenly they moved back just to give a chance to someone without a track record?
