Resolving a dispute

Question

I have asked a seller to cancel and refund my project. They misrepresented what they could do and it became evident that they did not understand the scope of the project once the work began. As a result, I have no useful results and they are unable to fulfill the project.

They are not will to refund my money. 

Is there a process to escalate this dispute? It seems to me that the seller has all of the control over a dispute and that doesn't seem fair.
