Fiverr takes 20% of every order (I assume you knew that already).

The remaining could be TDS tax taken from sellers from India (there is plenty of discussions about that on the forum).

I am sure you haven't updated PAN card number under settings that why fiverr debited 25% from your order amount (20% commission on 50 USD + 5% TDS on 50USD). Once you will update PAN card number TDS deduction will be just 1% (refundable) along with 20% commission deduction
