Repeat Fraud Buyer

Hi guys, do you have experience dealing with repeat fraud buyer?

I got one buyer he buys gig every month, get work from us and ask for refund instantly. Every time he claim same reason for refund. Hance I have to complain Fiverr customer support, they cancel order from their side, but he creates new account every week and order gig.

Anyone has a such experience? How to stop him/her?
Now its affecting order completion ratio badly, It affect on my ranking also. Gig just disappear when we cancel order
