Tip and budget Algorithm

Hope everyone will be fine.
Apologies if similar topic already exists.

One of my orders completed recently and I observed my client tipped me $25 while the budget was $20.
I heard that the max tip is limited to 100% of order budget.

Wondering if this rule has changed.
Please mention of someone else encountered this.
