It's definitely better to not ask at all in my opinion, yes.

However, your text, thanks for posting the actual words!, also doesn't help us in determining if it's reliably true that it's okay to "just, neutrally" ask for a review, or that you're not allowed to ask at all.

Your words aren't really neutral, and could be interpreted as feedback manipulation, even if you didn't intend that. If you just had told your customer, "Here's a link to Fiverr's Help Center page about how to leave feedback", that should have been fine, or something like "It's nice that you want to take the time to leave feedback, here's how it works: (link)", most probably would've been fine too, but definitely never use anything like "if you are satisfied" when talking about reviews.

But, in sum, yes, it's safer to not ask for feedback at all, of course.
