Wondering if I can edit a Vector file or source file once I receive it and how difficult it is to make small adjustments?

If you have ordered artwork that is delivered in vector format, you own the delivered image, and you can do whatever you want with it – including adjusting it on your own (if you have software that allows you to manipulate vectors).
