Can anyone make a fake order with money payback, so i could start my Fiverr activity?

So, yeah, basically i just don’t get any requests because of 0 rating and i’ve heard that some people are ready to make something criminal 😄 like a fake order just to give each other ratings and so on. (actively on 5rr for 3 months already and still no money)
