It is usually a good idea to search the forums for information like this before posting. It would have helped you since the same question has been asked and answered often. Fiverr is actually trying to protect you from a security issue if you are getting that message. It is likely the account you are trying to contact has either violated the Terms of Service or is at least being checked out for some reason. I would say you are lucky. 😉
