I have sent a quote to a freelancer but have not received a response.

I would like to request estimates from other people, but it is too much trouble to send them to several freelancers each, so is there a function that allows me to discuss estimates with many freelancers at once?
Also, is there a function that introduces me to freelancers who match my job request?

Will I be penalized if I request quotes from many freelancers?
Conversely, will freelancers who ignore my quote requests be penalized?
