This is not effective anymore on Fiverr. It's for Old Level System.

According to New Level System, you are allowed to create only 4 gigs because you are a Level 0/New Seller. See an inserted image below:

This Fiverr new update system, if u r a new seller or u have no level then you just only create 4 gig
