Why I don't have promoted gigs option visible?

I have progressed to level 1 but I am unable to see the promoted gigs option.

Do the gig also have to meet the certain criteria? or I also read somewhere that 20 reviews are required for promoted gigs, is it still applied after update?

Please help me out with this, because fiverr isn't even answering my ticket even though I have seller plus
