Are 4-star out of 5-star ratings considered unacceptable?

They can be a big huge problem, because of the level criteria.

You need at least 4.4 star rating to get to level 1. At least 4.6 for level 2. And at least 4.7 for TRS. Drop below it, and you lose all the features coming with a certain level.

Personally, I would reserve a 5-star rating for exceptionally fantastic service

That's how it should normally be, but if that's how you rate someone on Fiverr, you can discover that experienced sellers avoid working with you, because one 4 star rating could ruin their business for months.

You can read more about the level system here:

Ah OK - It makes sense now - more or less. Are buyers aware of these rating implications, and do they care? Would the average buyer be inclined to give out 5 star ratings, regardless of whether or not they knew of the consequence of ratings less than 5 for the seller?

Some of them are, some of them are not.

Again, some of them do care, some of them don't. Plus there's a cultural thing, people form some cultures just find it difficult to give anyone 5 stars because it's supposed to mean perfection, and nothing is perfect.

5 star ratings are so common on Fiverr that one of the reasons to introduce this new level system (and make it buggy) is to artificially lower the ratings, so not everyone is a 5 star seller.

As for average buyers, I'm not sure who they'd be. Some never leave 5 star ratings. Some leave a random rating because they just want to get done with it. Some will do their absolute best to give the best possible ratings to their favorite sellers. Some will accidentally click the wrong one. Some are afraid to leave less than 5 stars because the seller might start messaging them and begging for a higher rating and harassing them (or they are afraid that the seller might refuse to work with them on another project). And so on...

OK noted - and thanks for all your insights.
