Attaching Payoneer account to my current ID is safe? It was previously attached to another ID which I deleted permanently.

Few months ago there was a fiverr ID and I use that to get projects. I attached my payoneer account with that ID but I went abroad for 3-4 months and didn't work on that fiverr. So after coming back I permenantly deleted it and decided to start from scratch! This is my new fiverr ID, now can I attach my payonneer with this ID, I heard from some people that if we have payoneer on more than 1 fiverr ID then it would block our account permanently. I want to confirm this, I have deleted my previous account permanently, is it safe for me to link my payoneer with this!
I am also not able to create a new one, as payoneer alows only 1 account for 1 person, it somehow detects that I am the same!
