Documentation/specification for programing/web ?

Greetings,

I wonder if there is any recommendation when it comes to writing a requirement specification, for a smaller programming and/or webpage development/gig.

I’m particular thinking of an online tool for creating a flowchart of the process, as well as a tool for creating a dummy of GUI

Suggestions anybody?
