I saw some sellers with portfolios under their profile specifically Sellers that deals with graphics design,  How can I also assess that feature?

Yeah I saw mostly level 2 sellers with portfolio. Please what do I need to do to get one

To be honest I don't know. I guess people who work in graphic design are assigned a portfolio but this has to be selective.

I think “my portfolio” feature is provided only to top rated seller and some hand picked sellers (irrespective of what their level is)

I already mentioned that "to some selected sellers, especially to top rated and pro sellers"

I didn't said "only" !!
